TAIWAN BY DESIGN" INTERNATIONAL
COMPETITION -"LANDFORM SERIES" for Tour Routes of Sun-Moon
Lake, Alishan, North Coast & Hengchun Peninsula
PREFACE
In the last ten years, Taiwan has transformed itself from a rapidly
growing economy based on manufacturing into a steadily developing
one based on service industries. The quest for quality has replaced
quantitative expansion; this is reflected in peoples°¶
concerns for their quality of life and environment. The general
public has been paying close attention to the chaotic, crude,
and profit-seeking treatment of architecture and their urban
landscape, and has shown interest for a new attitude and approach.
The Government of The Republic
of China, therefore, intends to integrate the resources of various
public sectors, and strategically transform the natural and urban
landscapes of Taiwan. The program "2008 Doubling of Tourist
Arrival Plan" was initiated with the hope of significantly
enhancing ecologically based tourism within the next six years.
Tourism Bureau of The Ministry of Transportation and Communications
has specially designated twelve packaged tour routes. Significant
improvements of both their facilities and services will be implemented.
The Bureau has further selected four of these tour routes, and
organized this international competition to solicit design proposals
that would integrate their natural and manmade resources. These
four tour routes, Sun-Moon Lake, Alishan (Mountain), North Coast,
and Hengchun peninsula, are top-level tourist attractions. The
winning design proposals from the competition will be carried
into construction. It is hoped that the designs will invigorate
these landscapes by increasing our general awareness of the environment.
Based on this strategy, the Government
of R.O.C. plans to hold a series of international competition
of architecture and landscape design under the title of "NEW
TAIWAN BY DESIGN". Four projects included in this series
are grouped as "Landform Series".

COMPETITION STAGES
The competition for these four
(4) projects is an open international architectural / landscape
competition with two stages; Stage I is open to candidates (architects,
landscape architects, or a consortium) of international communities
to submit unpaid proposals according to requirements listed in
this document. The Jury will review and make selection according
to the teams' concept and qualifications. For each project, three
teams will be selected and become competitors for Stage II.
These Competitors will prepare
design proposals according to requirements listed in this document
with compensation. The Jury will select one team from each project.
This winning team has the right to negotiation the design contract
with the owner.
STAGE I
Eligibility
1. The competition is open to architects, landscape architects,
corporations, and consortiums of architects in the international
community with professional licenses required by his/her state,
province, territory or country prior to the competition.
2. Any entities associated with jury members are not eligible
to participate.

The Organizer will invite
scholars, professionals, and critics from the international community.
The following nine members will serve as jurors in this 2-stage
competition.

LANGUAGES
1. All texts and descriptions
in the submissions shall be in English.
2. For matters related to future contract purposes, English text
version is for information purposes only. In case of contradiction
or disagreement over the interpretation of the documents, the
Chinese version has sole authority and will prevail at all times.
PROJECT PROFILES (please refer to Attachment I for detailed
descriptions)
There are four tour routes selected
for this competition that include: Sun-Moon Lake, Alishan, North
Coast, and Hengchun peninsula, and there are several sites selected
from each routes for competition proposals. These sites are briefly
described as below, and please refer to PROGRAM A thru D for
description and requirements for each project.
Please also note that requirements for Stage I and Stage
II are different. Candidates for Stage I only need to make design
concept proposals for site 1 for each project (indicated by bold,
slanted characters below).
1. Sun-Moon Lake Series (Project A),
o Shuisho Park: (A) a landscape park and an
underground car parking lot, including docking facility on the
lakefront. (B) A floating teahouse.
o Hsiangshan: (A) office building for Tourism Bureau (B)
landscape park and parking lot.
2. Alishan Series (Project B),
o Fenqihu Station: For this site, there will
be a (A) Mountain railway station and its auxiliary facilities.
(B) Local Community Center, (C) landscape design of adjacent
area.
o Erwanping Station: (A) Railroad station and its auxiliary
facilities. (B) Adjacent landscape design.
3. North Coast Series (Project C):
o Fugee fishing port: (A) Fishery Distribution
Center, (B) wharf area, (C) Landscape Design of the entire area.
o Batoutz Fishing Port: (A) Ocean Cultural Plaza, (B)
Wharf area, (C) Landscape Design of the entire area.
4. Hengchun Peninsula Kenting Forest Recreation Area
and Henchun Tropical Botanical Garden, (Project D):
o Design of Entry and Vista Sequence, (A) Main
entrance and adjacent area, (B) Scenic route, (C) Design for
the entrance of the botanical garden, (D) Design of the circulation
and sceneries along the entry axis.
o Arrival Area, (A) Design for the entrance zone, (B)
Relocation of the Administrative facilities.
