COMPETITION ON URBAN PLANNING OF TIRANA CITY CENTER
"TIRANA - A NEW EUROPEAN CAPITAL
CITY"
REQUEST FOR EXPRESSION OF INTEREST
I. Advertising Institutions
Government of Albania &Tirana Municipality with support and
financing of the Federal Government of Germany through GTZ.
II. Background for this Competition
For the past 12 years
Tirana has experienced a more rapid and chaotic development as
have most dynamic cities in Europe. Tirana represents a city
of a typical and prolonged transition, which remains still the
main and most dramatic challenge. The growth rate of Tirana's
population is one of the highest in the world, 5-7% a year. The
population of Tirana has tripled, there are approx. 600.000 inhabitants
now. The estimations indicate that the greater Tirana area could
accomodate approx. 1 million people by 2005. In the beginning
of transition, the construction sector used to build objects
of poor quality particularly with regard to facades.More recently,
due to the introduction of new building materials and techniques,
higher demands on quality did arise. Above all, due to incresed
competition, the construction quality and technology have progressed.
The current level of construction and the dramatic increase of
traffic have created a hectic lifestyle and poses a tough challenge
for the development of new urban planning of Tirana. The Government
of Albania and the Municipality of Tirana are committed to meet
this challenge, initiating an international competition for urban
planning development of Tirana Center.
III. National Restrictions
for Participation
None, this competition is international
IV. The Approach of the Competition
A two stages bidding
procedure will be used for this competition, starting with expressions
of interest in the first phase to be followed by calls for proposals
addressed to the short listed architectural and urban planning
studios / offices.
First stage/ Conceptual Competition From the list
of architectural and urban planning studios / offices who have
submitted expressions of interest (long list) three will be selected
(short-listed).
An evaluation committee will
be established by Tirana Municipality to carry out the pre-selection
based on the pre-defined and approved criteria.
The three short listed architectural
and urban planning studios / offices will be requested to compete
in the second stage for the development of the conceptual plan
for Tirana City Center.
An amount of _ 20.000 is available
for reimbursement of production expenses and other related activities,
such as travel and accommodation costs as well as any other incidental
expenses, for each of the three shortlisted studios / offices.
Second stage/Tirana Center
Urban Plan Competition: A high calibre international Jury chaired
by the Prime Minister of Albania shall evaluate the Conceptual
Plans submitted by the three shortlisted studios / offices.
The winner of the competition
shall be awarded with a price of _ 40 000 and the second winner
shall receive _ 15 000.
The winner of the first price
, will be awarded a contract according to the Albanian Law for
the development of the Urban Plan of Tirana Center.
V. Type of works
i) At the first stage
a conceptual competition
will take place. The 3 short listed studios /offices shall be
invited to prepare a conceptual plan for the development of an
urban plan of Tirana City Center. The short listed studios /
offices will be provided the same documentation each for preparing
these conceptual projects, and a team of Tirana Municipality
will be available to assist them. The time for preparing the
plan will be 21days after establishment of the short-list. Submission
of conceptual plans is expected to be the 23rd July 2003.
ii) AT the second stage
a Tirana Center Urban Plan will
be designed . The first price winner will be awarded a
contract with Tirana Municipality to develop the Urban Plan for
Tirana Center. This assignment will include but not be limited
to:
a) A Model of Tirana Center Urban Plan;
b) A Detailed catalogue of the Tirana Center Urban Plan;
c) A three dimensional power point presentation of Tirana Center
Urban Plan
VI. Participants
Natural persons as well
as corporate bodies, who on the day of this announcement, are
eligible to call themselves "free-lance architects"
or "free-lance city planners" in accordance with the
laws of their respective countries and who are registered with
the respective architectural board or other similar professional
associations, are qualified to participate in the competition.
Corporate bodies shall nominate
an authorized representative to be responsible for the competition.
To meet the requirements of the competition, the participation
of an urban transport planner in addition to an urban planner
is compulsive.
Co-operation of a landscape architect is recommended.
VII. The Documents to be Submitted
(no later than 16th June
, 18.00 hours local time on the address given below) are:
1. A letter containing the expression
of interest.
2. Legal documents confirming the above predefined criteria for
participation in the competition.
3. Studio / office profile
4. CV's of relevant staff members who will actively participate
in the competition.
5. Proof of a successful participation in similar competitions
6. Prices won in similar competitions, if any.
7. Catalogues and other photos of works accomplished by the planning
studio /office .
8. Bank reference and statement of account of the last year

IX. The Competition Coordination
Interested parties must submit their documents (by mail or
by courier or personly ) so that they are received not later
than 18 00 h local time on June 16, 2003 at the following address:
