Manager, Canadian Construction Materials Centre, RCO NRC Institute for Research in Construction (NRC-IRC) Ottawa, ON
This is a continuing position with the NATIONAL RESEARCH COUNCIL CANADA.
Your Challenge NRC-IRC's
Codes and Evaluation directorate contributes to uniformity and
efficiency in building construction through its national model code
support and product evaluation service. The Canadian Construction
Materials Centre (CCMC) delivers a national service for the evaluation
of innovative and non-standardized building products and systems to
determine their compliance to the National Building Code of Canada
(NBC). The CCMC operates on a cost recovery basis under the
policy advice of the Canadian Commission on Construction Materials
Evaluation, an independent commission established by NRC. The
incumbent manages CCMC staff through a rigorous evaluation process that
encourages innovation while acknowledging the risks associated with the
introduction of new products into the marketplace. The evaluation
process involves assessing performance expectations of NBC requirements
and using best available knowledge to determine through testing if
innovative products and systems meet those expectations. Because
CCMC evaluation service plays an important role in the innovation chain
bringing new products to market through the building regulatory
framework, a strong relationship with key stakeholders - regulators,
construction industry, manufacturers, research community and standard
developers - is critical to the success of this activity. The
Manager of this team of professionals ensures a viable and responsive
business unit through planning, staffing, budget control, business
development and quality assurance. As such, experience in leading
and motivating a diverse team of engineering and technology specialists
plus personnel management and development is expected for this position.
Your credentials
Education: Bachelor’s degree in engineering, architecture or building science. Candidates having a Bachelor’s degree and considerable relevant experience may also be considered.
Experience: Experience in the management, development and supervision of staff. Experience leading and motivating a diverse team of professionals. Experience managing complex projects and services in a technically based organization in support of the construction industry. Experience in at least three of the following: • Resource Management • Client Relationship Management • Change Management • Project Management • Quality Assurance.
Salary:
This position is classified as a Research Council Officer (RCO), a
group that is unique to the NRC. The RCO group uses a person-based
classification system instead of the more common duties-based
classification system. Candidates are remunerated based on their
expertise, skill, outcomes and impacts of their previous work
experience. The salary scale for this group is vast, from $38,921 to
$125,067 per annum, which permits for employees of all levels from new
graduates to world renowned experts to be fairly compensated for their
contributions. In addition, an incumbent occupying a position within
the RCO Groups is currently entitled to receive a terminable allowance
of $8,000 per year plus the Bilingualism Bonus of $800 a year to the
candidate who meets the language requirements.
